Good news: for families new to Hot Springs, school enrollment at Cutter Morning Star is one of the easier items on the to-do list. This guide covers both ways into the district, the documents to gather, and exactly who to call when you have questions.

First, a quick orientation. Cutter Morning Star is a two-campus public district serving pre-K through 12th grade. The elementary school and district office sit at 2800 Spring Street, and the high school is right across the way at 2801 Spring Street. With 591 students district-wide, we're the smallest district in Garland County, which means your child won't be a face in the crowd on day one.
Both campuses sitting on one street matters for commuting parents too. Drop-off for an elementary student and a high schooler happens within a hundred yards of each other, so one school run covers the whole family.
There are two ways a new-to-town family joins us, and the one that applies to you comes down to your new address.
And you don't need everything figured out before you call. Plenty of families reach out mid-move with "we haven't even closed on the house yet." That's fine. We'll tell you what to line up so enrollment becomes a same-week errand once you land.
Are You in Our Zoned Area? Here's How to Tell
Every home address in Arkansas is assigned to a public school district. A word of reassurance for renters: a lease works the same as a deed for enrollment purposes. Your signed rental agreement is your proof of residency, full stop.
Enrolling as a Resident Family
If you're zoned for CMS, enrollment is refreshingly simple. You complete the enrollment forms, show proof that you live in the district, and you're done. Proof of residency generally means a document tying your name to your new address, such as a utility bill, a signed lease, or a mortgage statement. There's no cost at any point. CMS is a public school district, and your child attends tuition-free.
Moving mid-year? Students transfer into CMS all year long, and our staff handles the handoff with your child's previous school, including requesting records you may not have on hand. Your child doesn't have to wait for a semester break to start.
Outside the Zone? School Choice Can Still Get You In
If your new address is zoned for another district, Arkansas's School Choice law still gives you a path into CMS. You apply directly to us during the annual statewide window, which runs January 1 through June 1 for the following school year.
One honest note for summer movers: that window has already closed for the 2026-2027 year. Active-duty military and uniformed service families are exempt and can apply anytime. What to Bring on Enrollment Day
Gather these before you head to the office, and you'll likely finish in one trip:
- Proof of residency (utility bill, signed lease, or mortgage document)

- Up-to-date immunization records
- Records from the previous school, if you're transferring mid-year
If some of that paperwork is sealed in a box labeled "misc" three moves deep, don't panic. Call the registrar first, tell them what you have, and they'll tell you what's needed up front versus what can follow later.
A tip on immunization records: your previous school or pediatrician can send them ahead of your visit. Ask their front office before you leave town, and you'll save yourself a trip.
